10 Design, part of Egis’ Architecture Line, has marked the completion of the Zhuhai Civil Service Centre, a thoughtful blend of functionality and community-driven design. Located in the dynamic Xinxiangzhou District of Southern China’s Zhuhai city, this project reimagines what a government facility can be by integrating urban green spaces, sustainable elements, and public interaction.
A Hub for Public Services in the Civic Core
Positioned within a cluster of civic landmarks—including libraries, museums, and activity centers—the Zhuhai Civil Service Centre emerges as a central node in the city’s social and administrative landscape. The project includes a 73-meter emergency control tower and four interlinked office towers, creating a consolidated space for over 80 government departments. From taxation to social security and property transactions, these offices provide a one-stop destination for diverse public needs. This strategic consolidation underscores the growing trend of urban governance centers prioritizing accessibility and efficiency, ensuring that citizens can navigate administrative tasks with ease.
Design Rooted in Local Context
The architecture of the Zhuhai Civil Service Centre reflects a strong connection to its environment. The design aligns the buildings to frame views of nearby mountains and urban parks, fostering a sense of openness. The façade’s pattern, inspired by the wings of a seagull—Zhuhai’s symbolic bird—further anchors the structure in its local context. Public spaces, both within and around the buildings, encourage interaction and engagement. This shift away from the typically austere design of government facilities is a deliberate choice, aiming to make the centre more inviting and community-oriented.
A Thoughtful Approach to Sustainability
Sustainability is central to the project. A louvered canopy shields visitors from intense sunlight and seasonal rain while allowing ample natural light to penetrate the interiors. This feature not only improves the user experience but also reduces the reliance on artificial lighting. Adding to its eco-friendly credentials, the rooftop is outfitted with photovoltaic panels that convert solar energy into electricity. This forward-thinking approach aligns with Zhuhai’s broader goals of environmentally responsible urban development.
